It means tricking people into seeing that video/song when they think they are clicking on something else.
This Rick guy makes some excellent videos IMO EDIT: Did a little research and found out the origin of the "Rick Roll". Apparently it came about shortly before the release of the video game 'Grand Theft Auto: San Andreas' There was so much trafiic on the official site of users trying to view the trailer that it nearly crashed. Someone thought it would be funny to re-direct viewers to a YouTube clip of Rick Astley's 'Never Gunna Give You Up'. A pretty good prank IMO
Youtube also is in on the joke. For April Fool's Day they redirected every link on their site to the Rick Astley video. The guy is getting the Chuck Norris treatment from the internet. He will soon be bigger now than 20 years ago when it came out.
