I find it pretty humorous that people think the rest of the NFL owners would approve Ross footing the bill for the stadium upgrades out of pocket. That is so far outside their business model it's ridiculous. There will be a franchise and stadium in S. Florida. The only question is whether or not it's in Miami Gardens.

A good chance for him to back an owner without having to actually do anything. Now, if he really loves Ross and wants to support Miami so much, he can come out and say he's personally pushing to help Miami land the next Superbowl bid after San Fran's.

I think the only way he does that is if a new stadium or the big upgrade is in the works. Otherwise, letting Miami land a SB in the current stadium would be self-defeating for both Ross & the Dolphins and for the league that wants a better venue. His calling for a better venue for the SB (and insisting on Miami not getting one with the current facility) is actually a means of supporting Ross & the Dolphins to help them get an upgrade.

Considering the timeline of events, this sounds like admission of a panic move. If he actually cared, Goodell should have been visiting much earlier in the process.
