No, you have to cut players first. If they clear waivers, you are free to re-sign them to the practice squad. Otherwise teams could constantly cycle players back and forth if they fear another team poaching them off the squad. There has to be some risk involved with talent acquisition. As well, players need to be able to move between teams in a quasi-market.

Even more strange than this is a running back who gained over 200 yards in a NFL game is only good enough to make it on a practice squad the following year. I mean he gained 201 yards on 37 carries against the Colts and the next week he gets only one carry and 20 the rest of the season.
Meh I like Raheem Mostert. Eagles are deep at running back. He was clearly better than Kenjon Barner who was kept over him. Even Eagles fans will tell you that. I would assume Mostert will handle kick return duties like probably this Sunday.
Love the Mostert signing but I can't justify putting Gray on the PS when Damien Williams takes a spot on the 53. Williams is no better than Daniel Thomas running the football and Mostert can catch the ball out of the backfield like he does as well as being our KR. Williams, for as much as I love seeing a RB named Williams wear #34, is the one who should have been demoted. I hope Gray doesn't get poached but I bet he does in a few weeks.
