The final eight teams in the playoffs--Cowboys, Vikings, Saints, Colts, Jets, Chargers, Cardinals, Ravens--are not allowed to sign unrestricted free agents unless they lose a player of their own, and even then they can only sign the same amount of UFAs as players they've lost. This restriction doesn't apply to other teams, nor are the final eight playoff teams disallowed from making offers to restricted free agents.
Interesting. Very interesting change. On another note, I really like the change in the draft order concerning the playoff teams. It makes a lot more sense to me at least.
Maybe we can work a deal with Baltimore to re-connect the Ginn family with Cam if they give us a nice draft pick. It's worth a phone call.
