we need two starter quality NT's to brave the 3-4 for an NFL season

as stated, it depends on what you are going to ask Soliai to do ... if you are asking him to be a space eater -- then no, since from what i've seen, that is not his game. He is more like Starks - a more 'active' DT/NT. But he is ready for prime time. We can get by with Soliai and Starks for the 1st half of the season.

Correct me if I'm wrong, but this is Soliai's contract year. He's good enough to get us through 8 games as part of a rotation, but this year is going to determine whether or not we let him walk this time next year.

I think the FO doesn't view him as a starter and that won't change unless he lights it up this season. I think the plan is to draft a NT this year but I don't see them spending a pick until the third round at the earliest as we stand right now, because FS and SOLB are much more pressing needs(and I would add WOLB ahead of NT as well unless we re-sign JT). This could change as FA goes on but that's my assessment right now.

There are a lot of players to be had with prototypical NT size in the middle and late rounds of the draft, including Torrell Troup out of UCF and Lamarr Houston out of Texas, and I expect that's the route we take this year.
