This is most likely just posturing by the Dolphins. Ross is all about getting a franchise quarterback. He would clearly not be ok with Garrard serving as this.
The only thing I can think of this is maybe Philbin is keeping this deal (Flynn) from happening and saying he isn't a franchise guy.
If that is the case, that's a piss-poor job of management. How the hell does that not get discussed and resolved during the interview process?
Furious with how we have approached free agency, I like the Marshall signing, I still think solia was not worth resigning with the depth we already have, merling..., I thought signing Winston would have been awesome for us, I would have loved to have had zbikowski from Baltimore, without bmarshall, a guy like llyod or manningham would have been great for our "new regime gameplan" of course, like most I was giddy for manning, even though unrealistic. But I like Flynn, some agree some dont but I like how he played under philbin his whole career so far, and remember philbin ran the practices for that offense, and had a lot to do with Flynn. Sure he might be a system guy but...this is his system... All fans love big signings, it's true that the wow factor can bring life to the an base. I agree with value pickups and drafts but come on why do we feel like we keep striking out while the bills and pats get better...
Oh man, Gerrard got dropped from a less than mediocre team like the Jaguars, and you see how their season turned out. Not like Gerrard would have made it much better. He is definitely "bench warming, clipboard holding" material.

There are too many unknowns for us to automatically fly off the handle. The biggest being we don't know what the Flynn camp is asking for monetarily or where other sticking points could lie. If Flynn wants $60 million (for example), are we still cursing Jeff Ireland?
Could it be this - bring in Garrard to b/u compete w/ Moore, then draft Tanny #1? Say what we will, Moore and Garrard are average at worst, they are not awful.
