IMO, he'd have been clear cut 2nd best, arguably best of all time if he had played his whole career in the NFL.
To clarify I think it is more by fans and by todays "popular" media outlet. You rarely hear Moon mentioned with the greats and if you took a poll of fans I would bet Jim Kelly would be put before him.
Not while he was playing. In fact, if you were to ask this question to most knowledgeable NFL fans they'd most certainly have Marino 1 and Moon 2. And being right behind Marino is not being underrated.
Jim Kelly was an awesome Qb whom I feel was more underrated. if the Bills had won 1 or 2 of those Super Bowls he'd be mentioned alongside Montana, IMO. It's a shame that winning a SB is the marker for greatness most fans and the media. However, Moon was a better QB.

There are two things that the media, and thus fans who parrot the media, consider when it comes to all time great lists. Championships and records broken. The former is a team accomplishment and shouldn't be a main factor for those lists. Anyone who doesn't think Moon was a top 10-15 all-time great QB either never watched him play or watched him beat their favorite team over and over.
right, but hence the underrated thing . Personally, Moon is my second favorite all time qb. Watching him play was a thing of beauty.
