How can I make sure I get the same apps on my iPhone (my first iPhone, BTW) that I have currently have on my iPad without having to pay for them again? What is the process? Note: I don't have a functioning PC at this point. Thanks in advance.
If it's similar to the Android OS. Just logging into the same iTunes account should be enough to re-download the apps without paying for them. Someone with more Apple knowledge will be able to confirm or deny this.

It should all be cloud downloads. Sign into your iPhone with the same apple ID and it should ask you if you want to download the apps
Ok, this all worked great. Thanks, guys. One more question: is there a way to get customized ringtones without involving a PC? I'm basically iPad exclusive now.
You back up your phone through iCloud. First plug it into a charger and it should do the backup. Once backed up you can get all the apps on the new iPhone or iPad by logging in to them using your same cloud account. Any music that you downloaded on and not paid for will not be transferred however, you need to replug in to iTunes to get those back.
There are apps for that, but I'm not sure if that they are able to be used without a PC. EDIT: search ringtone in the App Store and see which will work for you
