My opinion is that it wouldn't make sense for them to do this. Sounds foolish,but I'm not the GM for them.
If they do it, then we weren't in play for him beforehand and they knew it. They wouldn't do that to Philbin. Green Bay has a code of ethics that they and ex coaches follow in regards to each other. However, I suspect this is BS.
He still wants to be there. The Packers, however, believe him to be expendable based on their salary cap situation and the young receivers they have ready to go. So Jennings is prepared to leave.
Bowe won't make it to FA. New front office and coaching staff want him there. Jennings won't get tagged. They didn't tag Flynn last year...so I don't see them doing it with Jennings.
I hear this from Gannon on Sirius NFL radio a few weeks ago, that Green Bay was strongly considering tagging Jennings, with the intent to keep him due to a lack of confidence in the depth of the WR position or something along those lines.

I really like wrs Williams, Hopkins, Bailey, and the tight ends available in the lower first round and second round. Throw is a very good receiving rb and you have an immmediate improvement. Why do I bring that up. Because I want to see Philbin get his wish to build this team through the draft. However, it is a generally good idea to put just the right touch of veteran leadership on the team on both sides of the ball.
Makes some sense. Why let one of the three biggest F.A. WR's walk away for free? And if Bowe is franchised (with the intent to keep him) then Jenning's is more valuable. I'm not sure what kind of pick they could get (maybe a 4th from the right team?), but it's better than nothing.
Was also report on NFL network from the combine. GB feel they cant afford to sign both Jennings and Finley, and cant lose them both, so they are looking to tag Jennings and letting Finley test the market.
