Imho, the trend that is the problem is hiring bad GMs and bad HCs. Philbin is clearly not HC material at this point. They aren't developing any linemen at all. The two drafted who do play decently are 1st rounders (which has to happen). And, the talent evaluation / Development has been bad (Re: Jamar Taylor; Will Davis; Walt Aikens; Dallas Thomas; Jonathan Martin; Daniel Thomas; Edmund Gates; Michael Egnew; etc.) But, this team doesn't need a Sparano or Philbin. It needs a coach who can really take the talent that is there and get them playing motivated football. It needs a culture change. It has needed a culture change since Wanny and hasn't really gotten it (Saban had a chance to do that but left after only two years and a big mistake in the QB decision - i.e., Drew Brees). But a coach like Philbin is just not able to accomplish this, imo, for several reasons - personality; willingness to be innovative and explosive.
I know some people think Phlbin will be the answer after 10 years and going 7-9 or 8-8 or 9-7 but none of us will liver forever time is running out and I for one am desperate to see this team get talented players and win not gust this damn 7-9 or 8-8 crap. its embarrassing to know Pittsburgh has won 4 superbowls or more since we went to our last super bowl. the Patriots have won this sorry division more times then we have been above .500 this has to change .
