Heavily, not salary wise, but players and depth. This is where your scouts and personnel men make their money. You have to get system guys. I don't have the entire plan for 2018, but I believe Miami has to get it right in 2019. Get the qb and let him learn in 2018, but make sure he is protected with a line.
