It does, but unfortunately there’s no way of knowing how much it does from one quarterback to the next.
Well, I would argue it does it unintentionally. Passer rating is going to automatically favor QBs with better talent around them. Better receivers catch more passes and are more productive than average or below average receivers, so QBs who have great receivers and/or tight end are usually going to put up better numbers, thereby increasing passer rating. But I don't think that most people really understand that about passer rating.
Well that goes without saying with just about all QB stats including the QB rating, but it doesn't take into account of the talent around the QB but the talent does help influence the ratings.
Yeah, for me it's just sort of intuitive, in that when I see the leaders for passer rating, I expect that those guys have some serious receiving targets they're throwing to. I never expect that some guy in the top 5 or 10 is on team throwing to a bunch of average at best receivers.

I might @Bessfan.. Tua doesn't look like I expected in fact he looks slow right now. Maybe the games to fast for him, maybe hes worried about his health, maybe its alot of things but hes the QB and I don't see FIRE in him. Fitz, Jay Feilder, Marino all have / Had Fire in their eyes. I don't see that in TUA right now. It seems hes ok if we win or ok if we loose.
I was not for the draft pick at all. We have him but I really don't see a top draft pick atm. I like him off the field but please prove me wrong because at this point I still don't see it.
Not sure if this was Tua's last game this season, but statistically he's been OK so far. His rating is now 93.2 when the league average is 93.8, and compared to all rookies with 150+ passing attempts since 1978 he's top 70th percentile.
Not seeing the arm talent. Seeing everything else though. Smaller windows on the nfl requires a big arm. I think he’s smart and knows that. That’s why he’s not risking some throws that qbs with bigger arms do.
Flores has already said Tua is starting next week, but under the circumstances I would expect a very short leash. They aren't going to let that game get well into the second half with Tua's having an abysmal 2.7 net yards per pass attempt before making a change, with the stakes involved and with Fitzpatrick's performance against LV.
I think that 55-yard bomb in the air that Grant dropped pretty well dispels that. I think the more likely explanation is simply typical rookie functioning with regard to speed of the game and inexperience in reading and reacting at this level.
the one that got picked or just dropped? Either way...his deep ball tends to “float”. If he can master it like russel Wilson maybe we have something? But still, I wish he had more velocity.
Yeah the one that was dropped by stone hands. Probably fair to say this is his best deep ball of the year? This ball is definitely flatter then any pass he had tonight against the raiders. Wish we could see more of it.
OK, so it looks like Tua's season ends with a 87.05 rating, which is almost exactly (adjusted to 2020) average for rookies. Average rating for the league is 93.7 right now, so Tua is below average overall at this stage of his career.
To be fair, it works both ways too though....good QB play is going to elevate WRs as much as good WR play is going to elevate the QB.
Flores played Tua for good reason this year.. a rookie, when your vet is beginning to have successess. Flores was skeptical from the beginning on Tua, and needed to see if he could hack it.. I know we've had about as much success at nailing a new franchise HC as a QB, and high success Draft GM. But I will be the first realist Dolfan that says I am happy with Flores most at this point and think he has gotten this team to perform above their talent level, esp with the mounting injuries on an already shallow roster. Flores is the only one with a 'Pass Go' ticket from me, for now. Tua is on a firey bridge for me, and Greir is on thin ice.
Seriously it's quite depressing watching Tua run this offense after Fitz and vice versa for the same reason. It's not experience im almost sure of it already. The worst thing is that noodle arm. I can't stand the way the ball just hangs in the air on every one of his throws; At first I thought that was just touch, but then I realized his release was always the same.
