To play devil's advocate here, Simms' main point seems to be to evaluate Hill, not talk about Tua. He clearly believes Hill has some ability, and that's really what he was trying to say. But the Tua comparison is an odd choice to make for that purpose. Perhaps the full clip explains why Tua even came into the conversation? The jets situation is worse than ours. They have a rookie coach with a rookie QB. Flores has done a great job of righting the ship this year, most of our recent success is due to to his coaching adjustments.
