Nope. Only the two SB finalists are set at #32 and #31 respectively. All other positions are determined by record with strength of schedule being the first tiebreaker. Making the playoffs is only relevant if your record is tied with a team that didn't make them, in which case the team that missed the playoffs picks ahead of the other team. So San Diego will not pick at #12 but they will get to pick at #16 unless they make it to the Superbowl.
