I understand the smoker tax - they are popular and easy targets atm. However, determining obesity right now is very much inaccurate, in many places we still use BMI which is archaic. And perhaps they don't realize that diabetes is not purely a condition of the obese? Children and even extremely healthy people can still get diabetes.
