Without context, anything can be a crazy statement. If a black guy was to beat his chest and make sounds resembling a monkey, and someone said, "hey, you look like a monkey." Would it be racist? No. But if it was reported that someone called a black guy a monkey, without the proper context, then look out, we have a Klansmen on our hands. Same rules apply here. LeBron's facial features in the PHOTO, reminded Fin-O of a monkey. Again, not the best way or most tactful way of stating it, but there wasn't anything malicious behind it. At least that is my impression of the comment. To indicate anything further is baiting for the sake of baiting.
