Not really. I don't think the writer was trying to say all those QBs were necessarily considered busts. He was just trying to make a point in support of the argument that picking #1 overall is no promise for an instant turnaround for the team with the worst record. Although when you have that pick the hope is he turns out to be a Manning type player.
** and you know of course that the Bengals have only had 1 winning season with Palmer, right?
