1.
Purpose
1.1
This fantasy dynasty contract football league exists for the enjoyment of its members first and foremost.
2. League Operation
2.1
The league will be operated and scored in two separate formats.
2.2
Overall Points:
Regardless of Division, a cumulative total of the points scored each week will be kept and the winner (League Overall Points Champion) will be declared after the final regular season game.
2.3
Head to Head:
Traditional Head to Head competition will be played through week 13. Playoffs will occur in weeks 14-16, with the Super Bowl played in week 16.
2.4
Payoff:
Regular season winner will receive 30%, Super Bowl winner will receive 40% and runner up will receive 20%.
The other 10% will be divided between the Commissioner and Co-Commissioner for administration fee.
3.
Franchise Ownership
3.1
The cost to own a franchise and participate in the draft is $30.00/year (subject to change).
3.2
An owner may only own one franchise.
3.3
If an owner chooses to leave the league or is not heard from for two consecutive weeks during the season or one week during the RFA signing period a replacement owner will be sought.
3.4
The waiting list will be used to determine replacement owners.
If a replacement cannot be gained from the waiting list, friends of league owners will be given first priority, and then a general announcement at one of the fantasy football boards will be used.
4.
Teams
4.1
Teams/Divisions/Conferences:
There will be twelve (12) teams within four (4) divisions with two (2) divisions per conference. Teams will remain in their original divisions for the duration of the league.
4.2
Team Retention:
This is a dynasty league, which means that all players drafted will be kept from year to year. Players may be waived or acquired through free agency and traded among teams. Because of the nature of this league, teams will continue from season to season, though owners may change. When a new owner takes over an existing team, the new owner will be allowed to change the team name and make all decisions the previous owner was entitled to make. The new owner will also maintain the draft position earned by the previous owner.
5.
Rosters
5.1
Number of Players/Position:
The maximum number of players on a team's roster is twenty (20) players. Position limits are not set and a team may have any number of players at each position. A team may exceed the maximum number of players after a draft, but must cut the roster down to 20 players the Sunday before the beginning of the season.
Any team that exceeds the cut down deadline will be fined ten credits immediately and 5 credits per day till the roster is reduced.
If the roster is not reduced by season start, the commissionership will cut players off the team in order of most recent acquisition until roster limit and contract limits are met.
5.2
Position Eligibility:
Player position eligibility will be determined by what position the player is listed as at
www.nfl.com, the official web site of the NFL. In the event of a player being listed in multiple positions, the player is available to be inserted in the starting lineup at any position listed, provided that is what the owner lists him as.
i.e. If Keith Byars is listed as a TE and RB, he may be put into either position on a team.
5.3
Injured Reserve:
Each team will have two (2) injured reserve slots. Once a player is designated IR by a team, he will not be able to return to active duty for the duration of the current season. An IR player may be released; however his IR designation stays with him whether he is acquired by another team through free agency or trade. The new team must make room for the IR player on that team's IR squad. Each owner also has the option of waiving the injured player outright (before sending him to IR), thereby sending him to the free agent pool, or simply riding out the injury. A player must be listed as "out for season" in the NFL Injury Report before he may be placed on IR. (In other words, this is a true IR squad and may not be used to simply hold on to players you don't wish to play who are not injured.)
There are exceptions to this rule.
In some cases, a player may not be designated "out for season" but is effectively out for the fantasy season.
Cases like this will be handled on an individual basis and will be decided by the commissionership.
5.4
A player assigned to IR will still count against the contract cap.
5.5
Player Retention:
This is a dynasty league, which means that all players acquired (whether by draft, free agency, or trade) will be kept from year to year. Players may be waived or acquired through free agency and traded among teams.
5.6
If any team carries less than 20 players, 1 contract year must be left unallocated for each open roster slot when contracts are assigned (see rule 8.3).
After week 1 this rule is waived.
5.7
Practice Squad:
Each team will have 1 additional roster spots designated for the PS. They can only be used for rookies selected in the 3rd through 4th rounds. Players can only remain on the PS for a year and then must either be signed to a contract or cut by the contract deadline the following year. A player can be removed from the PS during the season if another player on your active roster is placed on IR and you have an available contract year. Once removed, the player can only be signed to a 1 year contract and then will become an RFA the following year.
6.
Starting Lineups
6.1
Formations:
The following formations may be used for starting lineups. QB / RB / Wide Reciever / W/R / W/R / W/R / TE / D/ST / K
6.2
Owners may start injured & bye week players but only if no other options are available, i.e. (only 1 kicker on roster and he is on a bye).

8.
Player Contracts
8.1
Each franchise has a contract cap of 40 years, which cannot be exceeded for any reason.
8.2
A player contract is the number of years that the player can remain on your roster without becoming a Restricted Free Agent.
8.3
The deadline for announcing the length of new player contracts will be the Sunday just prior to the NFL kickoff.
If a team does not meet this deadline, said team will be docked one (1) contract year each day for that season.
8.4
Contract years conclude on March 1st.
8.5
All players who have only one year remaining on their contracts at the end of a season become Restricted Free Agents.
8.6
All players who have multiple contract years remaining at the end of a season will be reduced by one contract year.
8.7
On March 1st all teams recover any years encumbered by players waived during the year.
8.8
Free agents acquired during the season must immediately be signed to a contract.
8.9
Retired Players:
If an NFL player decides to retire at any point, then the team currently owning that player will have the option to void that players contract and release the player.
Replacements can then be sought via normal player acquisition procedures.
9.
Credits
9.1
A money system will be implemented for free agent acquisitions. These money units will be called credits.
Everyone will receive 50 Credits at the start of the inaugural year.
At the beginning of each season, each league team will be assigned 25 Credits. After the inaugural season, annual credit allotments will be awarded on February 1st.
9.2
Credits are used to acquire free agents, bid on restricted free agents and used in certain trade agreements.
9.3
Credits not used during the regular season will be carried over to the following season.
9.4
There will be no credit cap.
10.
Trading
10.1
Any exchange of players between teams cannot leave either team with more than 40 total contract years for all players or exceed the maximum 20-man roster. (not counting IR). Therefore, some players may need to be waived to come down to 20.
10.2
For a trade to be valid, it must be approved by the Commissioner and Co-Commissioner and will be posted to the League Board.
Trades involving the Commissioner or Co-Commissioner will be approved by whichever one is not involved in the trade and another owner.
A panel of three teams, the highest place team in each division at the time of the trade other than the commissioner or co-commissioner will approve trades between the Commissioner and Co-Commissioner.
10.3
Trades must be fair. The Commissioner and Co-Commissioner will decide fairness and they reserve the right to veto a trade (but see 20.2 below).
10.4
Once a trade has been confirmed by a team, that team cannot rescind the trade.
10.5
Trades may be made for future draft picks, not to exceed two drafts into the future. Trades may include credits as well, whether that money is included with player trades or strictly credits for a player.
10.6
Players traded carry their contract status with them, including the current year.
This contract will be counted against the total years available to his NEW team and removed from his prior team.
10.7
Trades may not be made for cash, future considerations, or a player or pick to be named later.
10.8
The deadline for trading will be the beginning of week 10 games.
11.
Free Agency
11.1
The term free agency applies to unrestricted free agents, those players not currently on any teams' roster.
Although, waived free agents may carry a contract that must be acquired with the free agent.
11.2
The minimum bid for a free agent is 2 credits.
11.3
To sign a free agent, a team must post an F/A bid to the league board designating the bidding team, the player, the bid amount and the waived player if the acquisition will cause the team roster to exceed 20 players. Any team may exceed the current bid. A player is signed if any bid is not exceeded by a higher bid within 48 hours of placing the bid.
The bid amount will be deducted from the acquiring team's credit total.
11.4
Once a free agent is signed the Co-Commissioner will post to the free agent thread that the player is acquired.
All bidding will stop at that time.
If the Co-Commissioner is late in his post of acquisition, the time limit will still be enforced.
After the thread has been stopped, the acquiring team needs to immediately assign a contract to the acquired player and post it to the thread (this is only required during the season).
The Commissioner will post that the transaction has been applied to the website and the webmaster will post that the roster page and transaction page have been updated with the acquisition.
Then the thread will be locked.
11.5
The deadline for free agent pickups will be the beginning of week 13, the last week of the regular season.
In other words, all free agent threads must be started before the kick off of week 13 games.
12.
No Transaction Period
12.1
Beginning at the start of week 13 and lasting until May 1, there will be a no transaction period where all trading and free agency is closed. Waived players are NOT included in the No-Transaction Period.
12.2
Even though waived players are not included in the No Transaction Period, waiving a player during this time will still incur a penalty. Any player that is waived during the No-Transaction Period that has two (2) years or more remaining on their contract will cost the team one (1) credit for each contract year above one (1) year remaining on that player.
13.
The Inaugural 2008 Draft
13.1
Date:
The date for the inaugural draft will be ASAP (Hopefully early August).
13.2
Draft Order:
The draft order for the first year will be determined randomly by using a lottery drawing technique similar to the NBA, setting up the draft order from 1 to 12.
13.3
Serpentine Draft:
The initial draft will be conducted (hopefully) in a live setting with everyone present (Some may be present via speakerphone or computer). This draft will consist of twenty (20) rounds. Draft picks in odd numbered rounds are selected in the order 1 through 12. Even numbered rounds are reversed and selected 12 down to 1. For example, the owner who drafts the 1st pick would draft next in the 24th and then the 25th position (1st pick of third round). An owner drafting in the 12 position would also have the 13th pick (1st pick of second round).
13.4
Trades:
Draft picks may be traded for players currently on your roster or for other picks. Draft picks cannot be traded for credits or other considerations. Draft picks may not be traded any further than 2 seasons in advance.
13.5
Time Limit:
Each team will have 2 minutes on the clock to make their pick.
Any pick not made in the time limit will be forfeited.
14.
Rookie Drafts
14.1
Date:
The rookie draft will begin with the close of the RFA period but no later than Aug 10th.
14.2
Draft Order:
The Super Bowl Champion will draft 12th and the runner up will draft 11th. The Conference Championship losers will draft 10th and 9th. The 1st round losers will draft 8th and 7th. The remaining teams that didn't make the playoffs will be placed in the 6th-1st picks. In each group the teams will be placed from best to worst. Ties are broken first by overall regular season record and then by the wildcard tie-breaker rules.
14.3
Non-Serpentine Draft:
The rookie drafts will be one through twelve in each round.
The team with the first pick in the rookie draft will draft first in each round.
14.4
The rookie draft will last 4 rounds.
14.5
Trades:
Rookie draft picks may be traded for players currently on your roster, for other picks or for credits.
14.6
Time Limit:
Each team will have 2 minutes on the clock to make their pick.
Any pick not made in the time limit will be forfeited.
15.
Waivers
15.1
This league does not function on a waivers free agency system.
The term waivers apply to the release of a player from a team's roster.
15.2
Players that are waived during the season still count one year against a team's total contract cap until such time as the player is re-acquired by any other league franchise.
Note, that if a player contracted for three years currently is waived, that players cap count is reduced to just one year.
15.3
If a franchise waives a player they may not bid to reacquire that player for one full week.
If a free agent acquisition thread begins within that week, the releasing team may not participate even if the thread lasts longer than the week restriction.
15.4
If an owner is successful in reacquiring a player, a new contract may be assigned.
15.5
Players who are waived and not signed by any other team during the year will each count as one (1) year against the waiving team's contract ceiling until the March 1st end of year date.
16.
Restricted Free Agency (RFA)
16.1
The term restricted free agent applies to all players whose contracts had 1 year remaining at the beginning of the previous season or any free agents signed to a one year contract during the previous season.
16.2
Date:
RFA bidding will begin on July 1st and closes on July 31st.
No new bids will be accepted after July 31st; bidding in process may continue beyond July 31st until a final offer is reached for a player.
16.3
RFA bids will be made to the league board in the same fashion as a free agent.
Bidding team will put team name, RFA name and amount bid.
16.4
Franchises can not bid on their own players but may bid on any other RFA available.
16.5
Just like free agency, once a high bid holds for 36 hours that thread will be stopped.
At this time the original owner of the RFA will have 48 hours to match the high bid.
If matched the RFA will remain with his original team and the credits will be deducted from their total.
If not, the RFA will be put on the highest bidder's roster and the credits will be deducted from their total.
16.6
If any owner outbids their budget at any time, that owner will not be allowed to bid on anymore players during the current RFA process.
All players that said team has the high bid will be removed from the RFA board and said player will be announced as a RFA once again to the league on the board and bids may be made once again.
16.7
If an owner overbids their balance and is "locked out" of the RFA process, they may match or decline the bids placed on their own players.
16.8
After the RFA signing period, any players that did not receive bids will remain on the current team's roster for no cost.
Although, if this places the team over 20 players along with the rookie draft, the team must reduce their roster to 20 players by the Sunday before the season begins.
16.9
For the purposes of fair bidding, no owner may engage in trade talks or make deals with any other owner for RFA(s) that are currently being bided on or are in the owner-match phase. This circumvents the RFA process. If there is evidence that this has occurred, the trade (if any) will be negated and the teams involved will be fined 5 credits each.
16.10
Any owner that wants to trade a retained RFA prior to the contract deadline of the current season, they must have the approval of both commissioners. If it is deemed that rule 16.9 was violated in this trade, the penalties in 16.9 will be enforced.
17.
Schedule (Regular Season)
17.1
The regular season will consist of 13 weeks.
Each team will play divisional opponents twice and all other teams once.
18.
Schedule (Playoffs)
18.1
Playoffs begin in week 14 and run for three rounds.
Wildcard Round, Conference Championships and League Championship.
18.2
Six teams will make the playoffs.
The playoffs will consist of two division winners in each conference and one wildcard from each conference.
Each conference will be in a separate playoff bracket.
18.3
Wildcard Round:
In each conference bracket, the worst division winner will play the wildcard in their respective conference.
The best division winner will receive a bye to the next round.
18.4
Conference Championships:
In each conference bracket, the best division winner will play the winner from the Wildcard Round.
18.5
League Championship:
The two Conference Champions will play each other in the Super Bowl for the league Championship.
19.
Tie Breakers
19.1
Overall Points Standings:
In the case of a tie for overall points standings, apply the following steps to break the tie.

20.
League Governance
20.1
Committee of the Whole:
The league owners will function as the Committee of the Whole (CW), in which all league owners will each have an equal vote. The CW reserves the right to veto any decision made by the Commissioner with a 2/3 majority vote (with at least 2/3 of all current owners casting a vote). Each member of the CW will be charged with the responsibility of acting in the best interests of the League.
21.
Extraordinary Situations
The following are serious situations and should be treated as such:
21.1
Amendments to the Constitution:
Any owner may call for an amendment to the constitution.
For a proposed amendment to be voted on, it must be approved by 1/3 (4) of the owners. Once an amendment has been approved for voting, it will be offered up on the league board for discussion and then a vote thread will be started. In extraordinary circumstances, the commissioners reserve the right to waive the vote approval process and immediately place vote threads on the discussion board.

During the off season, vote calls will require a 2/3 majority (8 votes) to pass.
·
During the season, vote calls will require a complete majority (12 votes) to pass.
Failure to cast a vote within 1 week, of vote thread being started, will result in a 2 credit penalty.
21.2
Appealing a Commissioners Decision:
ONLY ONE (1) APPEAL PER OWNER WILL BE ALLOWED PER SEASON. NO EXCEPTIONS. Once an owner has appealed one (1) decision, all further Commissioner decisions involving that owner will be final with no appeal possible. Appealing the decision of the Commissioner is a very serious action and is expected to be a rare occurrence. The process for appeal is as follows:
1.
Owner notifies the Commissioner that he is appealing the decision.
2.
Commissioner notifies the CW via email and begins a vote thread on the league board.
3.
Owner and Commissioner present their positions to the CW via the thread on the league board.
4.
Each owner will vote on the issue on the league board vote thread.
Comments are not allowed in the vote thread.
5.
Vote calls will be decided by a majority vote (7 votes).
If there is a tie, the Commissioners decision stands.
21.3
Reprimanding an Owner:
If an owner is considered by the Commissioner to be conducting himself in a manner not in the best interest of the league, this path is followed:
1.
The Commissioner will talk with the owner via email and inform him that his actions are detrimental to the league.
2.
The Commissioner will post a warning to the league board.
3.
If a second warning is issued, the Commissioner may recommend to the CW that the owner be removed from the league. (see section 21.4 below)
21.4
Removing an owner:
This is an extremely serious consideration, one which the league will seek to avoid at all costs. If it arises, this process will be followed:
1.
Three (3) league owners together or the Commissioner may recommend that an owner be removed.
2.
The Commissioner will post a vote thread to the league board and email everyone in the league about the vote call.
3.
If 2/3 of the CW vote to remove the owner (with at least 2/3 of all owners casting a vote), the owner is removed from the league.
4.
The Commissioner assumes control of the team and a replacement owner is found as soon as possible. The new owner will inherit the team's roster and draft position for the coming season.
22.
The Bottom Line:
This League was founded on the ideals of competition and fun.
Every team owner is a vital part of that process and is essential to the success of the league.
