What does the quote "experience keeps a dear school, but a fool will learn in no other and scare in that." I think that it means that an experienced person knows right from wrong while a fool will never learn. Is that right?

fools only learn from mistakes not from a textbook.

    here let me explain:

"experience keeps a dear school, but a fool will learn in no other and scare in that."

experience keeps a dear school - someone who learns
a fool will learn in no other - they can't learn from anything but experience
and they scare in that - scary because it takes them that to learn.
