It's true that the NCAA and NFL footballs are the same regulation. However, there is a tolerance afforded when making the balls. For example, and according to Wilson, the Short Circumference ranges between 20 3/4"- 21 1/4". There are different models and patterns of the Wilson football that fall under these specifications. I believe that the college ranks uses a different model than the NFL and that is built to the smallest specifications and thus makes it easier to throw/control.
