Very likely, which is exactly why this will be meaningless. Under the terms of the expired CBA, Holmes, DeAngelo Williams, and a bunch of other guys being tagged as RFAs actually qualify for unrestricted free agency. They have the requisite years of service. Most of these guys were supposed to be free agents after the 2009 season, but opting out of the CBA extended by one year the cutoff for unrestricted free agency.
When a new CBA is ratified, in all likelihood the franchise tags will still apply and the RFA tenders will not.
