I heard about this on Howard Stern this morning and I think he brings up a valid point. Can't all of these people just look down and recognize that their penis's are still there?
I also like that some of these guys are claiming that a witch doctor simply shrunk their penis's.

During the years of Belgian control the belgian force publique forced African tribes to work, and did so by threatening them with shooting them and stealing their women. However bullets where scarce and the authorities of the force publique decided that they had to make sure that the bullets where not being used to hunt or something like that so... they decided that the proof was to be that soldiers would have to bring back body parts of the corpses that they shot down. So for the most part they brought back hands...
To rain on y'alls parade but:
Some of these men actually lost their mind later and decided hands where not enough. That penises would be a better trophy, and so a lot of men where attacked and lost their members to overzealots in the force publique.
This did not end when the country became independent. The revolutionary forces (after president Mugabe killed prime minisster Lumumba) took over these attitudes (considering a lot of the military and revolutionary had been force publique before, that is not surprising) and in a lot of cases surrounded themselves in an aura of witchcraft.
If you add up this cruelty being thrown at a group of people for centuries with an extremely superstitious group of people and revolutionary groups that are using that superstition, it is not hard to create fear amongst populace.
In the old times it was not a crime!!!!
