Need a little help. I’m pulling my hair out.

Saw a movie a few years ago that I want to re-watch. Can’t remember the title or the actors. It was a terrorism movie where east Europeans (probably Russians) were driving around on the back of a truck working on a bomb. A woman, maybe a CIA employee, somehow found out about them. The movie opens with someone getting on the truck in a very crowded and poor area.

For some reason I thought Val Kilmer was in this, but I checked IMDB and he was never in anything like this. I also seem to think that it came out in the late ‘90s, 98-00, but I’m not certain about that. It’s definitely pre-9/11.

Anyone know what movie this is?
