Per schefter twitter:
The NFL has pushed the trading deadline back to the Tuesday after the eighth week of the season.
It's a much-needed change. Previously, the deadline was the Tuesday following Week 6, not giving teams enough time to decide if they're buyers or sellers. The extra two weeks has the potential to generate more trades.
Good rule change by the league. With more parity every year teams need longer to decide what they want to do with certain players...peddle them for picks/players or keep them.

I could easily see this allowing us to deal a Reggie Bush to a RB starved team before he hits FA and getting like a 3 or 4 in return if we are like 2-6 or something at that point. I can see other teams using it to do similar deals.

These two new rules are a great direction for the league and modern NFL to move in. Great job all around for them to be suggested and passed.
