Its absolutely an issue, and absolutely a problem, but the reality is likely the opposite of what the headline suggests. Rather, the officials fully intended to call PI by the letter of the law and overturn anything appropriate now that the rules allow it (per head of officiating Al Riveron in the preseason), but since the season kicked off, they basically don't overturn any. The has lead to many believing that the league office has instructed them not to do so. And as a side note, this is a call against the Patriots, who get away with anything and everything.
The Packers played a down yesterday with 13 players on the field... and no penalty. Plus countless penalties on the Lions for hands to the face when the player clearly didnt touch the face/face mask. this has been one of the worst years of officiating I have seen since the referee strike a couple years ago, in which the NFL had high school, lingerie league and arena football league referees on the field..
