My question is does the public pool require the boys to wear tops too? And do the same girls that have an issue also attend the public pool?

I'm not saying anyone is wrong for objecting to the policy. I'm saying people are wrong if they blame policies like this for ruining an entire country. I'm also saying its wrong (or maybe pointless is a better word) for people to call for more common sense, instead of rules/laws, because it'll never happen. Since it will never happen the best we can do, is have some recourse for when stupid people do stupid things.

A kid can't go to prom, because he asked a girl to prom by taping a cardboard message on the front of the school. Big offense? No, but if the school doesn't act, we all know the next day there will be 30 messages taped on the front of the school. Why? Because wanting people to have common sense isn't the same as people actually having common sense.

I see this policy as being based on the belief that people have the right never to be offended. I think that mistaken belief is a big problem in this country. There is no reason to have a rule that guys can't run track practice without a shirt. There is no danger to others or society at large. The only reason for such a policy is that some people may be offended. I find that to be a ridiculous policy.
