I don't care who he beat, what some of his stats were. All I know is as a back up, we were the worst team in football. When we became the starter, he threw more TDs then INTs and had a winning record. Thats a win. Thats all you can ask for from your back up. Were you expecting our back up to be Andrew Luck?
I actually dislike the Davis trade as of today, but Marshall was the better CB last year and so far in camp. So what do you base your opinion hes not better on?

Dude, Ireland brought Moore in as insurance. He was the only starting QB after we got rid of Henne but that doesn't mean Tanny & Garrard were happy accidents. Garrard was meant to be the starter, and that was proven by the first depth chart. think about it, there's only two QBs who were guaranteed a spot, Tanny & Devlin.
The situation tells me Ireland had nothing really to do with signing Steinbach, that was the sheriffs move all the way, now if he did, I would have a problem with Ireland bringing in Steinbach, that guy was toast from head to toe, good GM would be able to look and talk to him and figure out that he was fragile mentally and physically.
Then that meant Moore was the starter this year not Garrard.... Last year he was brought in as backup sure...he started when Henne got hurt, they didn't get rid of Henne until the end of the season when his contract ran out and they didn't resign him......Which made Moore the defacto starter by way of experience, and what he did for the team last year as he should have been.....But Moore being Moore, Irish brought in some help as he should have....enter Thill as a drafted rookie, and Garrard as a last minute sign to bring moore some comp, because they had no intention of starting THill...none they said it over and over again.....so that left Devlin and Moore (if they didnt sign DG) battling for the starting job which was the reason why they again brought in DG..... Lastly Devlin to Philbin was an unknown, he had no clue what he could do much less make the team.....Devlin is (and I am about to give props to Irish here) Irish's project over these past few years, it certainly wasn't Sparano's.....they are trying to do with Devlin what the Pats tried with Hoyer/Cassell....develop and flip him for a good draft pick....I get it...
Ok, I'm glad you finally came around on point #1 which was Moore was brought in to be a back up. That right there proves he was a good FA acquisition. Now, the rest is not right. They wanted to keep Moore, but they never thought he'd be the starter, that just hadn't picked up the guys they thought were better yet. Your scenario makes sense during a season but not during an off season. Garrard was the guy they targeted all along as a starter to hold the fort down until whatever rookie they got was ready. Try it from this angle, if Moore was supposed to start all along, why bring in Garrard. We had Devlin, Moore and were going to get a rook.
