Can't you just adjust that on the "Tools" tab on the toolbar? Under "Internet Options" or something?

 

Its probably deeper than that. Alot of businesses have pretty heavy-duty Fire Walls to block certain sites.

 

Ooo. I was also thinking he could disable the firewall on the bottom right of the computer screen but nevermind lol.
