Does it just come with being part of the NFL, like towing within 250 miles of your house if you're a AAA member? It's got to be expensive, and all the reporting just says Ross asked the NFL to investigate, and they are.
The NFL has lawyers working directly for it. The commissioner is a lawyer. They keep other lawyers on retainer... you'd be shocked at the money that the NFL generates. Keeping lawyers on hand is like insurance for the common man...
The investigation isn't being done by the NFL's in-house lawyers. It is being done by Ted Wells of Paul, Weiss, Rifkind, Wharton & Garrison LLP. Wells' hourly rate is likely in excess of $1,000 and even the younger associates working on the matter will have rates well over $500 per hour. This investigation will be expensive and I suspect that Ross will be paying for it, as he is the one that requested it. He's got the money though.
It will cost waaayyyy more than that. Could easily hit $1 million if it goes on for more than a few weeks and depending on how they staff it (and Paul, Weiss doesn't staff things lightly).
That's not what's been reported. http://www.cbssports.com/nfl/writer...nfl-investigation-will-be-sweeping-exhaustive
