rep is given by an individual to another to show whether or not the person appreciates your post.

any individual can give rep on any post.

to me it's merely a status thing.. like if a person has a lot of good rep it means that they're well respected on the site. i don't think i've seen a person have a lot of negative reps because by that point they'd be banned.

sometimes people would shout "neg rep" and do it for fun, but those times were outlawed :lol:

 

Also if posts are not well thought out without facts, or if a poster is attacking another poster they can get neg rep.
