i've heard about stuff like this happening around here but i never heard it reported. the last sentence in this article cracks me up.

this is very disturbing, not so much as the guy did it. just the fact that police know he did it, yet he's been mixing with the general public since mid-december. this country is going to the dogs(pun intended here)

 

thats the crux of it. he's done it twice that they know of, who's to say he's not working up to it.
