So he wasn't playing up to his hype or talent level. Who does on the Raiders? I think it has more to do with poor scheme than Hall himself.

I think I'd be lying if I said this move didn't surprise me one bit. It does surprise me a little bit. However, DeAngelo Hall recently did an interview leading up to the Atlanta game and he talked about how he was giving minimal effort in Atlanta and he has had some troubles in Oakland. He has been playing with the hand injury from what I know and he made some comments regarding the defense in Oakland. He then said he felt like he was finally coming into his own and that he made Roddy White what he is today, which is a good receiver. Also, they are either very high on Stanford Routt at CB or they are really not happy with Hall's play, which I could understand.
What I have to question in this move is the cap hit. Does this have any type of cap hit on the Raiders? They were paying him $10M a year over seven years if I remember correctly with guaranteed and bonuses. I would think this has some type of cap hit. -

He fits the Patriots pretty well IMO. He likes to jump balls and that's what the Patriots basically do from what I've seen. They play a Safety over the top while the CB gambles and jumps routes. They hoped to get that from Deltha O'neal this off-season but that hasn't worked out so far.
