Per USAToday, Goodell wants to put camera's inside the home teams locker room during the games. Don't know the details, but he wants to improve the stadium experience for the fans and improve the attendance at the games.
Maybe he needs to really think about why people don't go.

I think its actually a pretty cool idea. I love seeing those videos after games on the Dolphins website when they show the victory speeches and celebrations and stuff. I think that's all they really want to do this for. Just to show some behind the scenes type footage. Curious as to why just in the home team locker room though. I mean, that's the big attraction to Hard Knocks. All the behind the scenes footage you get of your team, that you never ever see. I think it would be cool to hear those pre-game speeches, halftime adjustments etc. Hopefully that's their angle with this.

Put cameras in the offices of the staffs during the runups to FA and the draft...now THAT I would pay for....to hear Ireland and Philbin go head to head about whether to get a guy or not or Philbin saying "F$%$ it, pay the guy Jeff!" would be really fun to watch...

That is pretty tardtastic.
I think Ross has done plenty of things to try and improve gameday experiences for fans and will continue to do so. -
You get an opportunity to see what goes on behind the scenes of an NFL game. The coaches will choose (from my understanding) when the feed can go live so it'd likely be available when they aren't discussing gameplans. It would only raise the fan experience if properly monitored, IMO. -
