"We do want to see the Dolphins stay in Miami," Goodell said. "We want to see them stay in a facility that will allow them to compete, and to bring in other big events, including Super Bowls. And that takes work, it takes investment, and Steve Ross was doing the investing and was really the guy who was putting his heart and soul into this and his passion into this. And that's what's frustrating is that it didn't get a chance to get to the voters."
Goodell said the proposal that the Dolphins and local officials worked on was "very intelligent and very thoughtful."

I find it pretty humorous that people think the rest of the NFL owners would approve Ross footing the bill for the stadium upgrades out of pocket. That is so far outside their business model it's ridiculous.
There will be a franchise and stadium in S. Florida. The only question is whether or not it's in Miami Gardens. -

That said, it's easy for Goodell to pipe up here when the govt was the bad-guy. A good chance for him to back an owner without having to actually do anything. Now, if he really loves Ross and wants to support Miami so much, he can come out and say he's personally pushing to help Miami land the next Superbowl bid after San Fran's. -
