This is copied directly from the 2012 GM League Rules thread but I wanted to make people aware of it. I do not want a situation like last year with Peyton Manning ($30-35M cap number) so we will be doing the tags a little differently this year. The new tag numbers are updated in the designated thread as well as posted below. Read below for the rules and if you have any questions, please post it here.
Franchise/Transition Tags
All tags and tenders must be submitted before the start of free agency (sometime in March).
Exclusive Rights Franchise Tag
A new addition this year will be teams may make use the exclusive-rights franchise tag. An exclusive-rights franchise tag will cost more than a tradition non-exclusive franchise tag however it will allow teams to make sure they get their target without any disturbances. An exclusive-rights franchise tagged player can be added to the team's roster as soon as the deadline to tag/tender players passes.
Non Exclusive Rights Franchise Tag
A non-exclusive franchise tag will cost a little less than the tag mentioned above however other teams will have a 24 hour window during free agency to make a bid on the tagged player. If a bid is made on a non-exclusive rights tagged player, you have the option to match the bid or accept compensation from the bidding team. If you accept compensation, you will receive two first round picks from the bidding team.
Transition Tag
A transition tag is even less than the two tags mentioned above and teams will also have the 24 hour window during free agency to make a bid on the tagged player. However if a bid is made on a transition tagged player, you will only have the option to match the bid. You will receive no compensation from the bidding team if you do not match the bid.
Amount of Tags Per Team
Teams have a choice of using either the Exclusive Rights Franchise Tag OR the Non-Exclusive Rights Franchise Tag and the Transition Tag. Which means if you tag a player with the Exclusive Rights Franchise Tag then you cannot tag any other players at all. However if you tag a player with the Non-Exclusive Rights Franchise Tag then you can still tag one more player with the Transition Tag.
RFAs/ERFAs
You must place a tender on all the RFA's and ERFA's you have that you plan to keep. Remember you get right to match the salary of what teams offer your players. If you do not, you get compensation based on the tender. ERFA's (Exclusive Rights) will be given a base salary and if they are tendered, no team will have an opportunity to offer that player a contract. Therefore these players can be added to your roster right away if tendered. However, RFA's cannot be added to your roster right away as teams may offer them contracts in the first 24 hours of free agency.

How come the Exclusive Rights Franchise Tagged players aren't added to the roster right away?

Hypothetically, what if you want to tag-and-trade a player between that period. Could you Exclusive Rights Tag someone, then trade them before the deadline and then that player would be added to the other team with that salary?
For instance, say Todd wants to work a tag-in-trade involving Kelly Jennings. I would then tag Jennings with an Exclusive Rights Franchise Tag, then send him and his 12mil salary to the Bills for a 2nd round pick. Could I do that before the deadline? -
So basically, if you give a player a Exclusive Rights Franchise Tag no one else can bid on them and they are yours?

I don't believe so, because your signing isn't official until the deadline passes.

I really don't like this new rule... I just don't understand how the Exclusive-Rights Franchise Tag price was set, I think it should be considerably higher than it is for each position.
Or at least for certain key positions. -
What is compensation in terms of draft picks?

If the player is Exclusive Rights Franchise Tagged, there is no compensation because you can't even make an offer.
If the player is Non Exclusive Rights Franchise Tagged its two firsts. -
But most teams wont have 2 firsts. If a team only has 1 do you get theirs and?

I thought the rule was the team that tags the player can negotiate compensation to bid on tagged players. Like if I tagged a player and the Dolphins wanted to bid, they could offer their 1st and 2nd to me and if I'm fine with that (since they have only 1 first), then the Dolphins can bid on said player.
Could be wrong, though. -
Its 25% increase. I ran the numbers. I just personally am not crazy about the rule change. But its fine if it makes things easier....

I guess both. Because if you are going to make another level where other teams can't go after a franchised player it should be outrageously high.

Lol, I can't give you an exact number but I think maybe a 50% mark up? And based off real life stuff, there isn't any rule like this in the NFL lol. Honestly, its not a huge deal.

This rule was put in place to avoid a player taking over 40-50% of a teams cap. There is such thing as exclusive and non-exclusive franchise tags in the NFL however in the NFL you can only use one tag, period. We allow the two combinations of tags because we can't let people just "re-sign" their players.
The price tag for the non-exclusive franchise tags in the NFL is two first round picks HOWEVER after the tagged player is signed by its original team... he can be traded for any compensation agreed upon by both GMs. So if you're interested in a non-exclusive franchise tagged player, you may as well contact the GM to potentially work out a trade... especially if you aren't willing to part with two first round picks or don't have two first round picks to give.
I feel that the price tags are very fair. For example, if the Saints want to put the exclusive rights tag on Drew Brees, they certainly can... It will make him the highest paid quarterback in the GM League going by base salary by $3,000,000 or so. However if they do tag Brees with that exclusive rights tag, then they don't have the option to place a tag on Marques Colston, Carl Nicks, Tracy Porter, etc. There is some strategy involved.
I think this is an opportunity to keep things in hand while being a little more accurate to the NFL rules.UCF FINatic likes this. -

I didn't look up the rules on this right now because I was too lazy, but basically it sounds like if you use the Exclusive Rights Tag you can't use any other tags on any other players. That seems fair to me in my opinion. If you use the other tag you can use other tags on other players such as the transition tag etc. -
